To further elaborate on this one—this appears to occur when any explosion occurs regardless of whether an enemy is set on fire.
I also recognize this pitchy sound after clearing a stage.
The high pitched "laughter" sound during explosions is finally fixed with today's core update along with the new unstable MiSTer main.
Scratchy noises still occur though at other points (this started when the overall core audio levels were raised recently). The scratchy noises are especially noticeable right at the start of stage 1, so it's easily reproducible.

Regarding the scratchy noises ... could this be fixed fully someday ? That game is so fun.
When reworking on the loop control for Blast Windon with commit https://github.com/MiSTer-devel/Saturn_MiSTer/commit/696375846cc9573b4c74059ce2de4c832663a6b4, that issue have been also fixed.
Some enemies have high-pitched (like the 'chipmunk effect') when an exploding barrel set them on fire. Stage 1.
