Added new common/data directory to hold leptonSFs, photon purity, and… #24

… other such measurements. Added latest leptonSfs and photon purity to this directory.

The directory schema and file names are just the first things I came up with. If you have any better ideas / preferences, please let me know and we can change them.

No major comments besides dropping the dates from the file names, which I will do in another merge I am about to do for some monophoton stuff, so I'm merging this.
