switch to less subtle mouseover effects

[x] on resource mouseover in the main three columns the highlighting of the three triangles is pale and brief -- maybe three solid rectangles that stay lit would be more visible.
[x] in sidebar: the only change on mouseover is changing the white triangle to red - maybe adding some outline, underline, etc would help increase the distinctiveness of the mouseover. a pill-shaped mouseover effect might be in keeping with the visual design, or white pill around the the red triangle (something a little prettier than what's shown below?
