From Bookworm on, its
tomcat10`. Sometimes there are aliases for packages, can you try this:
apt install tomcat
EDIT: Nope, does not work. Bad for our docs, so we need to remember checking/updating this every Debian version.

Steps to reproduce
Donwload image from https://dietpi.com/downloads/images/DietPi_Hyper-V-x86_64-Bookworm.vhdx.xz and install in Hyper-V following instructions in https://dietpi.com/docs/install/ run
apt install tomcat9
Expected behaviour
tomcat gets installed
Actual behaviour
Doesn't get installed and says
Package 'tomcat9' has no installation candidate
