Migrates the continuous integration build from Travis to Github actions. The main reason for the migration is that I don't have enough build time credits.
The new jobs create a build for
every supported Node version using the latest stable LLVM version
every supported LLVM version using the latest Node version.
The builds run on Pull Requests and pushs to master/main.
