This is as a result of Fh2 not using BF2's man-down time. Normally, you'd get
critically injured and lie there until properly killed eg. run over. A medic
could revive you. This causes the first timer to count down. If no medic
arrives in time, you'd eventually die and have to wait for respawn time to
elapse.
While Fh2 doesn't use revive, it just left the default factors in. So you sit
through a man-down time, where you are simply waiting to die, and then the
respawn count of a whooping 15sseconds.
I personally think the devs need to reduce this to something like 5 for SP
