Spotter class does not commonly spot enemies #65

I have seen bots occasionally spot enemies so maybe sometimes they are 
switching to the binoculars and using them to spot.

One way to tell is look to see if any of the various binocs use code from a 
weapons.ai file.
If they do, it could be possible bots are using them. 
If they don't , bots are not using binocs, but their eyes.
