Blacklist block action change unexpectedly (busy tone became caller hear ring once and divert to voicemail)

What steps will reproduce the problem?
1. Enable blacklist with busy signal 
2. Run memory manager hd to claim unused memory
3.

What is the expected output? What do you see instead?
Blocked Incoming call to be hearing busy tone instead hearing ringing once and 
then divert to voicemail

What version of the product are you using? On what operating system?
kuaildial 0.2.4 beta2
iOS 5.0.1 (9a405)
Memory manager hd ver1.2
