Document the docker process

Create a README at the root of the folder that includes

• [x] a description about the application
• [x] Getting Started section
• [x] It should point the reader to the Client README
• [x] It should point the reader to the API README
• [x] It should point the reader to the DB README
• [x] It should point the reader to the Change Log
• [x] It should point the reader to the Repo's Wiki

It should be written in a way so that a new developer added to the process can understand it.
