Need a scroll bar on the left of the blue panel for all pages with long lists #223

On class computers, or when browser window reduced, you need to hide the blue bar to get to the scroll bar. Since the panel always pops up when you navigate between category pages, this is cumbersome.

This is still a problem in 3.4. The scroll bare is just behind the blue panel, on its left side, so that you cannot navigate. Also, if the browser window is so small that the blue panel overlaps the categories and lists on the right, we need a scroll bar at the bottom to move the view so that also the stuff underneath the blue panel becomes visible.
