Add RMO Review #54

A new user story has emerged around how the curation process should occur. It included the follow:

As an RMO I want to be able to review HF changes done by people from the councils under my region So as to help promote more accurate data in the system

Considerations for the solution include: Can this be carried out by simply alerting the RMO to updates, and allowing them to then provide revision directly?

It also was suggested to transition to a more lean curation structure where by reviewers are notified of each new update, can edit data if they need to, or send it back to the district level if they need to. Removing heavy processing and allowing users to engage and update as needed is advisable. Particularly, if an addition layer of curation is needed.
