Download from HFR Portal incorrect for case of Kigoma-Ujiji MC - parsed incorrectly #77

The download HFR excel file from the HFR portal has an error when the Council name has a '-' in there. For Kigoma Region, Kigoma-Ujiji MC, this is showing in the HFR download with Region = Kigoma (as expected), Council = Kigoma (not correct), and then each element is right shifted so that the remainder of the Council name is now the ward = Ujiji MC, and then the ward is now in the Village/Mtaa.

The '-' needs to be parsed so that the full council name remains in the council field.

You can see this is correct in RM download

This is the XLS download from RM where you can see the council is correct.

This is the download for Kigoma region from HFR portal which shows the issue where part of hte Council name gets moved to the Ward etc
