Modified the natural events systems and the birth and death rates. #26

Made the natural event system a bit more random in which percentage of the population it kills. I also made the timer for it go less often and gave it a smaller percentage chance of happening as they were happening too often. I also modified the birth rate a little bit to make it not take as long to reach a population of 1000.
