For this feature, I would suggest slowing down the birth and death rates. We should have unique members of the person class created when someone is born, and members of the class die, when they get old (or die of other causes which happen randomly). We will also have people age as time progresses. Their height and weight will change as they age. Finally, people can only be born when they have two members of the Person class who are of reproductive age as parents. At the beginning of the simulation we can either start with an appropriate amount of people in the town, or say that so and so moved to the town, rather than was born.
