Game needs actions for setting up the board, letting both players place their treasure and army, and deciding who should go first.

Acceptance Criteria:

Actions should support Castle Windsor or other DI framework
Action for resetting the game to an empty board
Actions for local players to set up their sides in hot-seat mode
Actions for network players to make simultaneous set up decisions and synchronize
Actions for testers to make arbitrary piece placements to set up test scenarios
