New version (13.1) does not spawn SCPs #16

After installing the latest version (13.1), SCPs are not spawning, at least with small amounts of players. When I set everyone to spectator before the match started however, an SCP did spawn.

It also was not spawning some players too. I have confirmed that this has stopped happening after the plugin got removed.
