Create a Repository for the Specification #51

We need to create a repository for the specification that the Literature Mapper QGIS Plugin uses to help clarify and define the specification based on the publication in Air, Soil, & Water Research.

Note, to consider making a Github org to put all the related Literature Mapper repos under. This would provide an easy way to manage contributors too, and develop a brand around the tools.
