this way users can have a discussion indicating user and their comment or reply by report, dashboard and channel depending on what is clicked. Think of it as reports made social. A facebook of sorts for reports if you will. What is important is the social aspect is not what attracts folks to reports, its the report but they have discussion on it. They may want to vote on it so we probably need a thumbs up and thumbs down. Finally, it will be closed by default because I don't imagine there being lots of discussion so they need an indicator to show there are new comments since they last logged in or opened (like a slider from the right) the chat window. so this way the user can see there is an indicator for a new comment, click the discuss tab for the slider on the right and slide open that discussion bar and type away regarding the report.
users should be able to subscribe or not subscribe to comments posted on a report in a channel they are part of. it should be an opt in as an option in the chat slider.
I imagine when a user goes to this channel, there would be a slider on the right side that expands and users can post comments and reply to comments much like teams, facebook, twitter etc
if the were in the channel, in this example, the public channel, they would see an indicator on the right to slide out the chat which resizes the main content window to show 3 areas. the navigator, main window and chat.
if the user is in the report, that comment post wall is specific to that report within the channel
if the user is in a dashboard, that comment post wall is specific to that dashboard
so at the channel level that opens chats in the channel comments, replies and discussion is specific to that channel
if they click a report the comments, replies and discussion are specific to that report
if they are in a dashboard, the comments, replies and discussion is specific to that dashboard
