Add Data Set: Created By should not be editable. Should not successfully save without validating required input. #834

add_data_set_form__should_not_save_without_validate_required_Title

Title should be required. If Description is required, then should also validate not blank. Required input should be filled/non-blank.

Closing, since app is under another folder
