we need a footer like so
for the cookie policy
The hyperlink that you see for cookies policy needs to be configurable in admin/settings file
We need to explicitly ask if they agree to the cookie policy, privacy statement and terms of service. If they click yes, then they can continue. If they say no, then pop up that the application will have degraded function and disable cookies for the user.
