[FEATURE] Implement Issue Templates #7

A proposal to add issue templates to this repository to standardize the information we'd like contributors to include when they open issues. This will help maintainers and contributors to have a better understanding of the issue context.

The biocthis package provides a function use_bioc_issue_template() that can be used to set up issue templates for Bioconductor packages.
