Add link notification - commit compiling issue #29

The following commit 3afed3786c15fa0cc8f658a76a383d02dc16dd52 have an issue with compiling, the function get_port_link(...) doesn't exist.

This is a problem with the kszsw.c tool. The file ksz_sw_api.c is updated to correct the problem.
