SYS Time: Allow setting of 64 bit value #33

Currently there is only a setter for 32 Bit values, which prevents us from setting larger time values.

I noticed that the existing setter would wrongly set system time as it does not reset timer counter offset. --> fixed for both 32bit and 64bit setters
