Update CSP to v3.13.1 #1

Currently this project uses CSP version v3.13.0 which has broken pin interrupt callback code generation code which is fixed in v3.13.1 (specifically this commit (124b759)).

The bad code generation causes perplexing behavior when learning and exploring functionality.
