Sobel tutorial has been updated to match SmartHLS 2022.2 and Libero 2022.2

I think it looks good. I edited the Word document just now to replace the Microsemi logo on pg. 1 with the Microchip logo used by the 3 Training PDFs, but I'm not sure if this is worth a new commit.
