Add LICENSE to project #1

I am very interested in using part of this code for a project (which I intend to upload to GitHub). However, without a license on this project, I cannot use this project unless explicit permission has been given by the owner of this project. It would be great if you could add a license file to this project.

i think its should be non-license project this is part of community project.
