Create Web API 8 overview page which introduces OData Web API in general and v8 in particular. It's meant to be the first page in a series of articles that will make up the official Web API 8 documentation.
The goal of this page is to explain the “what” and “why” of the library and to mention common use cases. Based on this page, a user who doesn’t know much about ASP.NET Core OData should be able to have a good idea of what it’s useful for and whether it’s a good fit for what they’re trying to solve. Since multiple versions of the library, I also included a section explaining the differences between the versions and to help the user know which to choose when.
