(GH-215) Add root module manifest to MOF file list #220

PR Summary

Prior to this change, the how-to articles for creating MOF-based DSC Resources did not include the root module manifest in the list of required files.

This change:

Adds the root module manifest as a required file in the file list.
Resolves #215
