%USERPROFILE% variable does not work as advertised in CB 1910 #2307

Under the File System / Path section - there is a Note section talking about %USERPROFILE%. The information does not seem to be accurate for 1910 - the detection method always just resolves to C:\Users\Default on our test systems (Windows 10 1809 / 1903 / 1909) with MEMCM CB 1910.

Relevant log output from DcmWmiProvider.log:

CAppExecutionLibrary::ExpandEnvironmentVariables: %USERPROFILE%\AppData\Roaming... evaluated to : C:\Users\Default\AppData\Roaming...
