Folder Scan doesn't add files to policy #397

Using the latest version and selecting folder scan adds no new files to the policy. I've tried this with a new base policy and on a different device to ensure there's nothing locally affecting it. I've tried using different publishing rules too but nothign works using folder scan.

Adding individually still works

Just tested older versions, it works correctly in 2.4.2 but not the latest two. I notice the file explorer view is switched between these versions too.
