Remove version indicator for Build Tools version download #13839

By removing the version indicator for the Build Tools download, the link will download the latest version

This change comes from customer feedback. The link was installing VS 2019 Build Tools rather than VS 2022 Build Tools. Removing the version indicator means users will get whatever the latest version is.
