TOC in tfs 2018.u3 - reference the correct documentation #20

Hi I was a bit confused by doc regarding to toc, I am aware its not supported in tfs yet, but the markdown documentation link from tfs directs me to the Azure DevOps Services documentation, and not for the version im currently using. Please can you update the documentation links to link to the correct documentaiton for version doing the linking?

Hi @daniel-oster , which articles are you referring to here? I'd like to get the right fixes. Could you provide links to the specific docs you're having issues with.
