Better doc on manually cleanup corrupted collection database #49

Add following notes to the Configure Azure DevOps Server section:

If configuration with Azure SQL Database failed for creating new project collection and retry is not able to resolve the issue, you can run TFSConfig tool to clean up the collection database and start over. Following this doc for detailed steps on how to delete a project collection. You will need to manually delete and recreate the Azure SQL Database for your new collection before starting over.
