Azure DevOps Server Power Tools link is outdated

The link in the Test Attachment section points to the 2013 power tools. While there is not currently an Azure DevOps Server Power Tools entry in the marketplace, the link should at least be updated to point to the 2015 edition of these tools.

The Test Attachment cleaner does still operate as of Azure DevOps Server 2019 update 1 and that may need to be noted in case people become confused by the name change

When I download the power tools, nothing installs because the tools requires a 7 year old version of VStudio that I can no longer download. MSFT HELP!
