Add the top level namespace to each metadata json file #1872

The following work item is why this PR is being created. The first step is to get the top level namespace into the metadata json files.

latest/azure-communication-networktraversal.json was removed because the 1.0.0 was removed from PyPi. All of the *00* files were updated by hand since those are source distribution and not pulled from pypi.

The next step is update the Docs-ToC script to use the namespaces when updating the reference-unified.yml. Note: The Docs-ToC script will be updated to fetch this data if doesn't exist, like in the case of a newly onboarded library.
