[Cognitive Services] update anomaly detector and text analytics docs for deprecation

[swathipil]

Updating docs that reference azure-cognitiveservice-language-textanalytics, azure-cognitiveservices-anomalydetector, and azure-ai-anomalydetector to say they've been deprecated.

Deleting anomaly detector files under latest and preview, as azure-cognitiveservices-anomalydetector and azure-ai-anomalydetector are both deprecated and the service will officially be retired October 1, 2026.

Warnings in text-analytics-index.md are caused by formatting, which is the same in every *-index.md file. Not updating those for consistency.
