Thank you for the update.
I agreed that the error is because no enough permissions. based on document and role description, the role service support administrator has permissions to create support ticket, however the users who assigned the role can't. I tried to assign service support administrator at subscription, but can't find this role. so I suspect the role description and document not updated to date.

The documentation for this role exactly matches the permissions currently listed in the portal. Unfortunately, there isn't anything I can do with the documentation.
