Group restriction not totally working.

I've selected a specific user group with only a few users but somehow all users are now shown the reset password form online. The users in the group can successfully change their password. The users not in the group show an error in the audit log. Why has this happened where all users are now shown the form to change their password even though I've selected a specific group? If that's normal, then it should say that in the documentation.
