Is downtime to be expected when performing a tier change? #115302

Hello

The instructions are straight forward, however I didn't find information about downtime impact. If you change from free to payed tier or vice versa, should one expect workloads to be affected? Logic suggest no, but I'd rather have an official answer please.

Thanks
