Add dedicated section "Exposure control" for Synapse becasue ADF "global parameters" do not exist in synapse #116914

The Synapse Analytics Is referencing Azure Data Factory for CI/CD best practices... But the "Exposure control and feature flags" section in ADF does not apply, because Synapse Workspace does not have "global Parameters" but the implemtation guide for ADF is to use global parameters. There must be a better / different implementation guide for Synaspe.

Hi @hmayer1980 , in the doc, it is said that " if you use data factory, ...", as ADF and synapse share the same way for git integration, and some of the users thought same best practices would be applied for both services, so we added this line to explicitly direct data factory users to related best practices image
