I think that the title did not reference properly the proposse

Hello,

The title is suggesting that the tutorial will explain how to implement azure policy with Azure Devops and its not what the documentation explain.

Plus of that maybe I am not in the topic but the text are very disconnected and without the properly explanation of pre requirements and objective of the documentation.

I am still learning if I am able to understand at the end I will propose un upgrade for this documentation.
