Clarify what is meant by "worker" in the concurrency throttles section

Opening this issue ticket as per discussion on Microsoft Learn Q&A with @mike-urnun-msft and @davidmrdavid.

Please edit the concurrency throttles section and any other relevant parts to clarify that the worker in that context means a VM and not language worker.
