Clarification about firewall rules

Can you please confirm if this applies to PUBLIC ranges only, and NOT for RFC1980?

This note is under PRIVATE LINK. Does it mean that the rules above allow for RFC1980?

Can you make it clear, or move this note so it does not indicate Private Link only?

The portal indicates that it is possible to use ON-PREMISES rules and it has the CIDR 10.0.0.0 as an example.

How does this work? I can't find documentation for this in this page.
