Great catch @hanausa! Defender for open-source databases can be enabled at both subscription and individual resource level. I updated the doc, and it should be visible soon.

This description would be misleading. Microsoft Defender for open-source relational databases is available for use with Azure Databases for MySQL, PostgreSQL, and MariaDB single servers, then we can enable it at the subscription level. https://techcommunity.microsoft.com/t5/microsoft-defender-for-cloud/microsoft-defender-for-cloud-expands-sql-protection-to-open/ba-p/2384972
I believe that Flexible Server is supported at the resource level only as below.
