This restore procedure doesn't work #12005

I've followed the instructions verbatim when restoring the system state to another computer (with the exact same hardware). It's a domain controller and I followed the exact steps in the jump (https://docs.microsoft.com/en-us/previous-versions/windows/it-pro/windows-server-2008-R2-and-2008/cc794755(v=ws.10). Server 2016 OS. When I complete the system state restore from DSRM, the OS doesn't even boot. It just gets stuck in a WinRE boot loop without any error displayed. None of the bcdedit or bootrec commands fix it. Best I can tell from diskpart is the drive letters get changed during the restore, but manually changing them doesn't correct the issue and results in a lack of ability to even boot to the WinRE.

Thanks. We have an active support case open regarding this issue (unable to restore system state per instructions in the content). I can provide the incident number privately if desired. I don’t want to add it directly to this thread if github will display it publicly.
