Hardware encode key does nothing #120468

[Enter feedback here] Hi,

After extensive consultation with Microsoft it has been identified that the key to do hardware encoding does not work in an AVD environment due to, and I quote:

"As I checked internally about your concern having the registry key does not work due to limitations of WebRTC inside AVD there is 720P resolution."
