[Fabric] Cannot add service principal to workspace

In the Service Principal Authentication section, a step is missing.

The service principal will not appear in the "Add people or groups" list unless a specific setting has been enabled in PowerBi Admin Portal: Go to Gear icon --> Admin Portal -> Tenant Settings -> Developer Settings Enable Service principals can use Fabric API
