Please update this line in the document as is not correct:

"Private endpoint and public access can co-exist on an app"

This is not true. You can't enable private endpoints, if you have public access on. Please see below message when I try to created such configuration -> "Private endpoints are disabled if public access is enabled."

Are you referring to the Create Web App portal experience? We have simplified the flow here - but after creation you can configure it in what way you want.
