Add supported PayNow MOSP country list

Issue: In https://learn.microsoft.com/en-us/azure/cost-management-billing/understand/pay-bill#pay-now-might-be-unavailable, "PayNow" might not be available for MOSP in some countries. Refer to this https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/resolve-past-due-balance#settle-balance-might-be-pay-now, we should see the MOSP "PayNow" supported countries. Suggestion: Is it possible to add the list of countries of https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/resolve-past-due-balance#settle-balance-might-be-pay-now to https://learn.microsoft.com/en-us/azure/cost-management-billing/understand/pay-bill#pay-now-might-be-unavailable, so the customer will be easier to know if their MOSP is in supported "PayNow" country.
