policySetDefinitions documentation properties incorrect #122486

Both the ARM template and API documentation for policySetDefinitions state the "policyDefinitionId" property is "The ID of the policy definition or policy set definition". However unless I'm mistaken only policy definitions are supported within a policySetDefinition?

@TPavanBalaji - the reference docs are auto-generated from Azure REST API specifications. The change needs to happen there. Please unassign me and assign to someone who works with that resource provider.
